PROBLEM TO BE SOLVED: To construct a mutually communicable network comprising a monitoring side connected to a monitored side to execute a remote monitoring and remote operation by use of the environment. SOLUTION: The monitoring side and the monitored side, for example, various remote monitoring devices such as wired image transmitter-receivers 10 and 12 consisting of TV telephone or cable television, wireless image transmitters 11 and 13 consisting of portable television telephone, equipment using wireless internet communication modem, or transmitter, and the like are mutually connected with a voice channel attached thereto to constitute the mutually communicable network. Information receipt and independent access can be performed from the monitoring side by use of a so-called easy and portable information terminal. On the monitored side, various sensors 14, a monitoring camera 15, other data information collecting devices, an automatic report device 16, and an automatic response device 17 are combined with a remote control device 18 so that comprehensive guard, remote control and management can be performed.
