PROBLEM TO BE SOLVED: To obtain an underlay paper for cloth cutting, capable of reducing a cutting resistance to a cutting board while controlling movement of a cloth placed on the underlay paper. SOLUTION: This underlay paper 10 is formed from a processed base paper made to have its obverse of an uneven face 11 with a fine unevenness and its reverse of a smooth face 12. A plurality of air-permeable holes 13 are bored in zigzags through the underlay paper 10. The smooth face 12 having a low sliding resistance is used as a underside at the side of a cutting machine and the uneven face 11 having a high sliding resistance is used as an upper side as the side of a cloth. Consequently the movement of a cloth placed on the uneven face 11 can be controlled and the underlay paper can be readily moved relatively to the cutting machine.
