PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor manufacturing method capable of improving an electrolytic capacitor in characteristics, such as equivalent series resistance(ESR) and a leakage current(LC). SOLUTION: A solid electrolytic capacitor is manufactured through such a method in which a dielectric oxide film and a conductive high-molecular layer are formed successively on the surface of a capacitor element of valve action metal. After the high-molecular layer is formed by electrolytic polymerization, a current change in a leakage current flowing through a capacitor element is observed, and a reformation voltage is stepped up and down cyclically until a peak current (maximum) Q appears in the leakage current change, in a process is which a reformation voltage is applied to the dielectric oxide film dipped into a reformation solution for reformation.
