PROBLEM TO BE SOLVED: To provide an actuator controller and an HHC(Higher Harmonic Control) actuator controller capable of reducing a phase error and an amplitude error between actuators even when any phase error is generated in a plurality of driving systems. SOLUTION: An actuator controller is constituted of a plurality of slave driving systems 1-3 and a master command generating part 11 or the like, and the slave driving systems 1-3 are constituted of HHC actuators 14a-14c, sensors 15a-15c for detecting the output displacement of the HHC actuators 14a-14c, and substrates 12a-12c for calculating a difference between a slave command and a sensor signal. The master command generating part 11 is provided with a synchronization control part 16b for monitoring the displacement signal of the sensor 15a, and for performing synchronous connection with the slave command of the slave driving system 2 and a synchronization control part 16c for monitoring the displacement signal of the sensor 15b, and for performing synchronous connection with the slave command of the slave driving system 3.
