PROBLEM TO BE SOLVED: To prevent white smoke from being generated by simplifying the piping system of scattered water by the combination of the structure of a sprinkling device and that of an upper water bath, and by stopping the sprinkling of sprinkled water to a passage for both dry and wet air especially in winter by adjusting a water level in the upper water bath. SOLUTION: In a period where white smoke easily occurs in winter, the level of sprinkled water in the upper water bath 10 is set lower than the upper end of a short pipe P, and the supply of the sprinkled water from the short pipe P to a water-sprinkling pipe 16 is stopped. Discharge is made as wet air to an exhaust vent side from a wet air passage W. The passage for both drying and wetting formed by each set of heat exchange plates 12 becomes a passage exclusive for dry air since the sprinkling of water is at halt, circulation water flowing in a closed type heat exchange coil 11 is indirectly cooled by the flow of the fresh air flowing through the passage exclusive for dry air, air whose temperature has increased is discharged from the exhaust vent, a mixed flow of wet air and dry air is formed, and the mixed flow is discharged from the exhaust vent for discharging in a non-saturated state, thus preventing the generation of white smoke.
