PROBLEM TO BE SOLVED: To realize a RAM/ROM mixed disk having an exclusively reproducing region and a rewritable region considering standards such as UDF and ISO9660 and data writing systems such as a track at once system and a packet writing system. SOLUTION: An information recording medium is provided with a phase change type recording layer on a substrate, wherein a part in the crystal state is made to be in an unrecorded state and erased state and a part in the amorphous state is made to be in a recorded state, and has the exclusively reproducing region and the rewritable region in an information recording region. Information is continuously recorded (track at once) in the exclusively reproducing region and information is separately recorded (packet writing) in the rewritable region and a transition region (gap) is provided between the exclusively reproducing region and the rewritable region.
