PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit for easily recognizing access during execution and improving the efficiency of debugging by monitoring main output signals by an oscilloscope or the like. SOLUTION: At the time of receiving execution request signals, an arbiter part 10 decides whether or not to approve the execution of the access. While the requested execution of the access is approved in the case of receiving only one execution request signal, in the case of receiving the plural execution request signals, arbitration is performed on the basis of preset priority and only the execution of one access is approved. Further, a signal for indicating the approved access is outputted to an external terminal 1 by plural binary codes or the like. By monitoring the signal by the oscilloscope or the like, the access is recognized and the efficiency of debugging is improved as well.
