PROBLEM TO BE SOLVED: To provide an excellent image forming device free from irregular density or roughness or the like. SOLUTION: This image forming device is equipped with a sleeve 43 being a non-magnetic substance and a magnet roller 44 fixed and arranged in the sleeve and provided with plural magnetic poles. By rotating the sleeve 43 and magnetically attaching developer having magnetism to the outer peripheral surface of the sleeve 43, a magnetic brush B is formed. Development is performed by making the magnetic brush B slide on an opposed latent image carrier 1 while applying electric field in a developing area where the latent image carrier 1 is proximate to the sleeve 43. A 1st developer regulating member 6 arranging the bristle height of the magnetic brush is disposed to abut on the developer slid on the latent image carrier 1 within a specified range to the developing area from a position where the intensity of magnetic field in a normal direction on the surface of the developer carrier of the magnetic pole disposed to be opposed to the developing area of the magnetic field generating means 44 generating the magnetic field in the magnetic brush B is zero on a more upstream side in a developer carrying direction on a developer carrier 41 than the developing area.
