The invention concerns an element promoter of RNA polymerase transcription activity characterised in that it comprises: i) the 241 nucleotides, extending from position 1630 to position 1870, of the sequence illustrated in figure 1 or ii) part of the sequence i) comprising at least one of the three CCAAT motifs represented in figure 1 or iii) a sequence having at least 70 % identity with the sequence i); said element further containing a NRF1 fixing site.
