PURPOSE: A fluorescent and noctilucent material is mixed with a urethane material to have a strong durability and shock absorbing property as well as fluorescent and noctilucent function. CONSTITUTION: A melted prepolymer is provided. A plasticizer 100 weight percent, a fluorescent pigment 10-12 weight percent, a noctilucent pigment 20-25 weight percent are mixed to the prepolymer. The mixture is maintained in a vacuum state of 70-80 centigrade degrees for removing air and humidity. A curing agent is inputted to the mixture and the mixture is stirred. Traffic line regulating rods of various shapes and sizes are formed with the mixed urethane material.
