The invention aims at providing a catalyst for polymerizing one or more polar unsaturated compounds into a (co)polymer which catalyst enables extremely efficient production of such (co)polymers closely controlled in number-average molecular weight with a closely controlled number of formed molecules, and (co)polymers obtained by using the catalyst. More specifically, the invention relates to a polymerization catalyst composition containing a composition comprising an organic-oxy salt compound (i.e., a salt of an organic oxy anion) and a hydroxy-carbonyl compound bearing in the molecule both an alcoholic hydroxyl group and a carbonyl group; polymerization of polar unsaturated compounds with the catalyst; and compositions containing the (co)polymers obtained by this polymerization, which are useful particularly as thermosetting powder coating materials excellent in performances.
