A device for treating water used in mining and tunnel construction as a primary stage for producing a water-oil emulsion to be used as hydraulic fluid, is new. Device for treating water comprises a container (1) with a water inlet (2) and a water outlet (3) arranged in a fresh water pipe. The outlet and inlet are connected by a water guide (7) in the inner chamber (14) of the container. The guide leads the water through a reaction region with a maximum speed and a maximum layer thickness and is subjected to radiation from a UV lamp (11) arranged in the inner chamber of the container.
