To produce a bonded multi-layer tissue web, one feed delivers a tissue web (14) in one or more layers to an assembly of paired rollers (22,30;22,28). One roller is an embossing roller (22) and one of the two rollers in the pairs (22,28) carries barbs (26) on the mantle surface to act with a counter roller (30,28,22) with a hard rubber mantle surface. The positions of the rollers and the barbs are set so that the barbs penetrate into the tissue web (12) in the gap between paired rollers at the same time, formed by the first (14) and a second (16) tissue web feed.
