PURPOSE: A flat panel display(FPD) and a fabrication method thereof are provided to fabricate a horizontal movement type operation structure having a high optical opening efficiency and low fabrication cost. CONSTITUTION: The flat panel display(FPD) transmitting or blocking a light(18) comprises a transparent electrode(11) formed on a substrate, and a horizontal movement body(14) separated from the transparent electrode vertically and supported by a bottom supporting beam(13). A top electrode(15) is separated from the horizontal movement body vertically and is supported by a top supporting beam. And a mask(16) and a window are formed on the horizontal movement body and the top electrode. The substrate is formed with one of a semiconductor substrate, a glass and a quartz. The horizontal movement body moves horizontally by an applying voltage difference between the transparent electrode and the top electrode and the horizontal movement body.
