PROBLEM TO BE SOLVED: To realize shipping management with high reliability by accurately checking and replacing an in-office explicit slip for arranging commodities with an identification tag for sending to a shipping destination, and easily and accurately checking the order receiving information with the actual commodities to be shipped. SOLUTION: A shipping management apparatus 14 designates the required number and kinds of in-office explicit slips 15 for arranging commodities to a shipping department according to the order receiving information from a production management system 12, and issues a designated number of identification tags 2 through a slip issuing device 17. A person in charge of shipping who has received the identification tag 20 checks the identification tag 20 with the in-office explicit slip 15 attached to a container 16 where the commodities are already arranged by reading information codes (delivery information) recorded on the respective slips by an information reading terminal 18, and replaces the in-office explicit slip 15 with the identification tag 20 when a match is found in the checking result. At that time, the information reading terminal 18 stores data read from the in-office explicit slip 15, and the stored data is provided for checking with the order receiving information (final shipping checking) in the shipping management device 14.
