PROBLEM TO BE SOLVED: To provide a device simple in structure, capable of adjusting sheet extending speed, finely adjusting left and right sheet length and constantly carrying out kite operation. SOLUTION: This device is furnished with sheet rolls 2 free to rotate on both side of an operation handle 1, provided with a sheet guide 3 connected to the operation handle 1 on an upper part of the sheet roll, furnished with a brake control system capable of connecting and disconnecting the operation handle and the sheet roll to and from each other, provided with brake releasing levers 5 capable of operating the brake control system left and right and devised so that normally it is braked, the sheet roll cannot rotate, the operation handle does not rotate by reverse rotating work of the sheet roll and the sheet guide, the sheet does not extend, the sheet extending speed adjustment and the left and right length adjustment can be done by operating the left and right brake releasing lever, kite operation is constantly, safely and certainly carried out and simple in structure, light and easy to carry out the kite operation with not trouble.
