PROBLEM TO BE SOLVED: To provide a low-repulsion polyurethane foam that has excellent deodorant and moisture absorbing properties by having a powdery charcoal with a wide range of particle size dispersed in the foam, and that does not allow the contained powdery charcoal to fall off, and to provide a preferable manufacturing method therefor. SOLUTION: This low-repulsion polyurethane foam is manufactured by blending a low-repulsion polyurethane foam with a powdery charcoal dispersed therein, an isocyanate component and a polyol component in which a powdery charcoal having a particle size of >1μm has been previously dispersed, followed by heating, foaming and molding. It can also be manufactured by simultaneously blending an isocyanate component, a polyol component and a powdery charcoal having a particle size of 0.01-1μm, followed by heating, foaming and molding.
