PROBLEM TO BE SOLVED: To provide a method for producing a stable water-in-oil type emulsion which has high flocculation performances and is composed of a water-soluble polymer. SOLUTION: This water-in-oil type water-soluble polymer emulsion is characterized in that (A) a water-soluble vinyl monomer is mixed with (B) water, (C) an oily substance composed of at least one kind of a hydrocarbon, (D) at least one kind of a surfactant in an amount and a HLB effective to form a water-in-oil type emulsion and a polyoxy compound, forcibly stirred to form a water-in-oil type emulsion, which is polymerized to produce the water-in-oil type water-soluble polymer emulsion and the particle diameter of the emulsion is 1-100μm.
