PROBLEM TO BE SOLVED: To give a color effect to a decorative panel through a simple structure in the decorative panel, in which a punched board is employed as a base. SOLUTION: A large number of through holes 3 are punched in a plate material 2 so as to form a design D by means of through holes 3 and a portion 4, having no holes. At the same time, after the resultant plate-like state is kept as it is or subjected to the application of a molding work, a light transmittable synthetic resin 5 is filled in all or part of the through holes 3 or in order to obtain the decorative panel 1.
