PROBLEM TO BE SOLVED: To solve problems such as malfunctions attributable to a complicated mechanism and poor contact, and excessive working time in case of adding or changing the event position. SOLUTION: This feed-out roll turning device comprises a turning and driving device for turning and driving a turner 3 for turning a feed-out roll 2 to feed out a sheet 1, a rotational position detecting means 8 which is fitted to a turning shaft of the turner 3 and outputs the signal in an interlocking manner with the rotation of the turner 3 so that the whole rotational range of the turner 3 is a detectable range, a rotational position output signal means 9 which converts the output signal from the rotational position detecting means 8 into the output signal corresponding to the rotational position of the turner 3, and outputs it, an event position setting means 10 which presets each event position while the turner 3 is turned, and an event position signal output means 11 which receives the signal corresponding to the rotational position of the turner 3 which is the output signal from the rotational position output signal means 9, and outputs the event signal when the rotational position of the turner 3 is agreed with the event position set by the event position setting means 10.
