PROBLEM TO BE SOLVED: To improve both a method for applying a medicine to a tooth and gingiva so as to prevent dental caries and prevent or treat periodontal diseases and a prevention tool. SOLUTION: This method for treating or preventing a tooth and gingiva comprises applying a jelly-like fluorine compound to a base fabric body and pasting the base fabric body to a tooth. A prevention tool for the method is provided.
