SOLUTION: In manufacturing the gear G, a blank B is formed into an intermediate forging F in a first forging process, and the intermediate forging F is forged into a gear shape in a second forging process. Deformation of the dedendum part of large plastic deformation after carburizing is reduced to prevent the carburized layer C of the dedendum part from being too thin, and appropriate depth of both the carburized layer C of the tooth flank part and the dedendum part can be ensured even if the initial carburized layer C is formed to be deep.
