PROBLEM TO BE SOLVED: To provide a new 2-piperazinone derivative useful as a raw material for a medicine, an agrochemical, a chelating agent, a polymeric compound or the like, and a safe and effective method for manufacturing 2-piperazinone derivative useful for producing the derivative on an industrial scale. SOLUTION: 2-Piperazinone derivative of the general formula (I) [wherein, R1 and R2 are each H, hydroxyl (OH) or a 1-6C alkyl which may be substituted with a hydroxyl; R3 is H, hydroxyl, sulfo (SO3H), a 1-6C alkyl which may be substituted with a hydroxyl, a sulfo or a carboxyl (COOH), or an acyl which has a 1-20C alkyl or alkenyl], or a salt of the derivative.
