PROBLEM TO BE SOLVED: To enable the reuse of the once used waste edible oil which has been disposed heretofore for a food. SOLUTION: An aqueous solution added with an electrolyte such as sodium chloride is subjected to electrolysis in a electrolyzer, and a strongly alkaline reduction water to be formed from the side of a negative electrode is mixed with the edible oil waste under the normal temperature condition, and subjected to the oil-water separation to produce processed fats and oils which are refined to a re-edible extent.
