PROBLEM TO BE SOLVED: To provide a warmer with simple constitution, capable of preventing the scatter of a thermal storage substance even if overheated. SOLUTION: The edge parts of four sides of a surface sheet 15 and a back sheet 16 formed of resin films are bonded to each other to manufacture an outer bag 7. An inner bag 6 filled with the gel-like thermal storage substance 5 in a liquid-tight manner is sealed inside the outer bag 7. Part of a seal part 17 of the outer bag 7 is provided with non-bonded parts to form vent parts 18 for communicating the interior and exterior of the outer bag 7. Consequently, even if the inner bag 6 bursts, only the expanded gas is exhausted outside through the vent parts 18 while holding the gel-like thermal storage substance 5 inside the outer bag 7.
