PURPOSE: An apparatus and a method for manufacturing a vinyl bag are provided to reduce the manufacturing cost and to improve the productivity by manufacturing the vinyl bag after attaching handle section to vinyl raw material. CONSTITUTION: A vinyl bag manufacturing apparatus comprises a winding device for supporting vinyl raw material(13) in the form of a roll. The vinyl raw material(13) supported by the winding device is continuously supplied by a supplying device(3). The vinyl raw material(13) supplied from the supplying device(3) is cut and sealed in a proper size by a cutting and sealing device(5) such that the vinyl raw material(13) forms a body of a vinyl bag(10). The vinyl bag(10) is conveyed by a conveying device(6). A feeding device(5) is provided to feed the vinyl raw material(13) in a proper speed in such a manner that the vinyl raw material(13) supplied from the supplying device(3) is formed as the vinyl bag(10) by the cutting and sealing device(5).
