PROBLEM TO BE SOLVED: To provide a device for storing integrated circuit connection information and a method for utilizing the same device with which the circuit connection information of an integrated circuit is extracted as connection information which is necessary and sufficient and optimal for operating conditions, the character of the integrated circuit or function to be provided and with which the efficiency of design and the performance of the integrated circuit can be improved. SOLUTION: The circuit connection information for providing a desired specifications is hierarchized like connection information hierarchies 101, 121 and 130 with the operating conditions, the characters of the integrated circuit of functions to be realized, and stored together with a basic cell storage hierarchy 150 for storing a basic cell 160 so that a database 100 is constituted. The required connection information hierarchy is selected from the database 100. Through processes for extracting a required cell by transmittingly overlapping the selected connection information hierarchy with the basic cell storage hierarchy 150 and for deleting unwanted connection information by transmittingly overlapping the selected connection information hierarchies, the circuit connection information which is necessary and sufficient and optimal for design work is extracted.
