PROBLEM TO BE SOLVED: To solve a problem that, as a blooming occurs due to noises, if any, in a white level of a luminance signal, hitherto, a white peak limit is connected, so that a white side of the luminance signal is clipped at a certain level, and therefore if a level of the white peak limit is increased, noises cannot sufficiently be clipped, and if lowering the level, it affects a video signal. SOLUTION: When a luminance signal is supplied from an input terminal IN to a white peak limit variable circuit 12, a level of a white peak limit thereof is changed according to APL of a video signal.
