PROBLEM TO BE SOLVED: To fetch data at such proper speed that does not affect execution of the other tasks in an operator console. SOLUTION: The load quantities of a reception processing part 11 and task parts 13a, 13b, ..., 13x are obtained by a load state monitoring part 14. When this load quantity exceeds a prescribed value, the fetching period of fetching data is switched to be slow via the part 11 from a control network 3. When the load quantity of the parts 13a, 13b, ..., 13x are reduced smaller than a prescribed value to the contrary, the fetching period of fetching data is returned to be fast.
