PROBLEM TO BE SOLVED: To realize ticket issuing and a distribution service in which a client side prints out a concert ticket, etc. SOLUTION: A client machine 1 transmits a ticket issuing request to a server machine 2 through the Internet 3, the server machine 2 generates ticket data corresponding to the ticket issuing request and transmits the ticket data to the client machine 1 through the Internet 3, and the server machine 1 side prints out the ticket data from the server machine 2. Particularly, the server machine 2 is provided with a rule registration processing part 2b, a data for alteration visual recognition generation processing part 2c and a data synthesis processing part 2d, and data for alteration visual recognition is attached to the ticket data so as to be able to easily and visually recognize, that is, confirm with visual observation whether or not the ticket data is altered on the basis of a prescribed rule. Thus, a ticket receiving side can easily discriminate whether or not a ticket is altered with visual observation on the basis of a preliminarily obtained rule so that the ticket can be distributed as a normal ticket, even when a ticket issuing requesting person prints the ticket data on paper himself/herself and uses the printed ticket data as a ticket.
