PROBLEM TO BE SOLVED: To provide a network control device and a network management system which can avoid link pressure of a band in the network when setup requests and the relevant setup information in the network are concentrated. SOLUTION: This network control device for wire setup to respond a setup request or setup information corresponding to the setup request based on a device information database which stores the information on the network can decide whether it is proper or not to continue a management of the current management range in the network based on the status information of the network, which is stored in the device information database, and can manage the current management range. The network control device is provided with a location information processing block whose control function is moved logically to the network control device.
