PROBLEM TO BE SOLVED: To provide a hand-off control method that substantially reduces a re-transmission interval of a hand-off request message so as to increase the frequency of transmission of a message more quickly notifying a message to a base station and enhancing the hand-off efficiency even on the occurrence of deterioration in a wireless environment. SOLUTION: The mobile communication terminal of this invention is newly provided with a hand-off request additional transmission control function 132. When the procedure is shifted to a re-transmission procedure of a hand-off request message A by the additional hand-off request transmission control function 132, available sequence number (SEQ2) other than a sequence number (SEQ1) used for the transmission of the message A is selected, and other message A using the sequence number (SEQ2) having the same contents as the message A using the sequence number (SEQ1) is transmitted in optional timing during a re-transmission interval of the message A using the sequence number (SEQ1).
