PROBLEM TO BE SOLVED: To provide a communication system between road side and vehicle that can reduce complicated authentication processing in the case of receiving an application service and prevent authentication by an illegal means and to provide a communication device used for the system. SOLUTION: The communication system between road side and vehicle employing a configuration provided with a base station management device to manage base station devices can simplify the authentication by using an encrypted usable permission ID while making communication with a base station device under the management of the same base station management device after the authentication between a mobile device and the base station device is normally completed and can prevent illegal use even when the encrypted usable permission ID is utilized.
