PROBLEM TO BE SOLVED: To solve the problem of the prior art whose wet indicating labels cannot be pasted at several spots because of restrictions of label pasting spots or the question of pasting man-hour, and hence, even if a terminal is submerged, it may not go into a wet judging state by the label. SOLUTION: If the portable terminal 1 submerges, etc., to wet with water, water deposits to electrodes 13a, 13b and electrodes 14a, 14b or at least either pair like a bridge to result in a conduction state with a very small current flow. A current detection memory element 18 records the time (day and hour) when the conduction state is detected. Thus, the water leakage, if occurring, can be surely detected and its occurrence day and hour can be specified. The conduction state is measured every fixed lapsed time interval and when they are judged to be not in a conduction stage, its time (day and hour) is recorded to thereby specify the time taken from the water leakage to a dry state.
