PROBLEM TO BE SOLVED: To provide a transparent electrode substrate for an organic electroluminescent display element that can be used at a low driving voltage and has a high luminance intensity and a long life in its element, and an organic electroluminescent display element that has an excellent luminance and durability. SOLUTION: In the transparent electrode substrate for an organic electroluminescent display element, a first transparent conductive layer, a silver or silver alloy conductive layer and a second transparent conductive layer are formed on the transparent substrate in this order, and the work function measured by the ultraviolet photoelectron spectroscopy of the second conductive layer is 5.2 eV or more. An organic electroluminescent display element using the transparent electrode substrate is provided.
