PROBLEM TO BE SOLVED: To provide an information communication method in which data of a slave set are accurately transmitted to a master set even when communication between a governor (slave set) and a central monitor center (master set) is disabled. SOLUTION: A communication means is provided with a 1st communication function 11 that ties the governor 1 with the central monitor center 2 and a 2nd communication function 12 that interconnects the governors 1 and the 2nd communication function 12 is provided with a communication changeover means 12a that transmits information to the governors other than its own governor in a prescribed sequence. When the communication by the 1st communication function 11 of a concerned governor is disabled, the 2nd communication function 12 transmits the information of the governor to the other governors in the prescribed sequence, the communication changeover means 12a selects the governors until the 1st communication function 11 arrives in a normal governor and the 1st communication function uses the normal governor to communicate the information and the information of its own station to the central monitor center 2.
