PROBLEM TO BE SOLVED: To provide an image-recording and reproducing device, that realizes special reproduction, including frame skip reproduction in a short reaction time, without increasing the number of storage devices. SOLUTION: The image-recording and reproducing device is provided with instruction queues 21-26, that individually stores instructions issued to each of storage devices 11-16, a 1st read control means 31 that applies read control with recovery control by parity data to each instruction queue, when receiving a read instruction for normal reproduction, a 2nd read control means 32 that applies read control without recovery control to each instruction queue, when receiving a read instruction for special reproduction, and an instruction share means 40, that interprets or analyzes the read instruction to share the read instruction to the 1st read control means 31 or the 2nd read control means 32.
