PROBLEM TO BE SOLVED: To provide an image processing apparatus that can be realized with a small-scale circuit because no motion discrimination is conducted when converting an interlace scanning image signal into a sequential scanning image signal and that can obtain an excellent converted image where production of line flicker in a still picture can be suppressed. SOLUTION: An inter-frame average signal generating circuit and an in-field interpolation signal generating circuit generate two kinds of interpolation signals, a discrimination circuit discriminates whether one of two pixels M, N of a current field adjacent to an interpolation object pixel in the vertical direction or an output interpolation signal P of the inter-frame average signal generating circuit is a median signal, and a selection circuit selects the output signal of the in-field interpolation signal generating circuit when the M or N is discriminated to be the median signal, or selects the output signal of the inter-frame average signal generating circuit when the P is discriminated to be the median signal respectively as the interpolation object pixel value and the sequential scanning conversion is applied to the selected signal.
