PROBLEM TO BE SOLVED: To provide an image processing apparatus that can regard even moving data as still data in the case of IP conversion so as to apply interpolation to field data and to provide its method. SOLUTION: The method of this invention decides a function that represents a motion quantity by an absolute value of a difference between data of a current field resulting from applying motion compensation to data of one field delay and data of two field delay resulting from applying motion compensation to data of one field delay, obtains a motion quantity between data of a pixel A of the current field at the same positions as that of a pixel R whose motion is desirably detected and data of a pixel D at the same position of two field delay, obtains a motion quantity between data of a pixel B of the one field delay on at the same line as the pixel R of the one field delay and data of a pixel E of three field delay at the same position as the pixel B of the one field delay, obtains a motion quantity between data of a pixel C of the one field delay below one line of the pixel R and data of a pixel F of the three field delay at the same position as that of the pixel C and detects the motion by using the motion quantities above.
