PROBLEM TO BE SOLVED: To efficiently convert a program. SOLUTION: A storage means 1 stores a first instruction group for first processor to be constituted of at least one or more instructions having prescribed relation and a second instruction group for second processor corresponding thereto so as to be made correspond to each other. A reading means 2 reads a first program from the outside. A first instruction group extracting means 3 extracts the first instruction group included in the first program read by the reading means 2. A second instruction group acquiring means 4 acquires the second instruction group corresponding to the first instruction group extracted by the first instruction group extracting means 3 from the storage means 1. A replacing means 5 replaces the first instruction group by the second instruction group acquired by the second instruction group acquiring means 4.
