PROBLEM TO BE SOLVED: To effectively use the bandwidth in the connection point in the ISP side by providing a service which is expected to result in statistic multiplexing effect to a certain degree, and to equally distribute a vacant bandwidth through the connection or proportionally distribute such bandwidth, for example, based on the minimum guaranteed bandwidth when a plurality of connections divisionally use only one transmission path. SOLUTION: A packet having exceeding the minimum guaranteed bandwidth is given a tag indicating such condition at a plurality of access points and connection points, and the packet is then abolished depending on the threshold which is set for the queue length of a packet transmission queue buffer provided at the node.
