PROBLEM TO BE SOLVED: To make telephone service possible with an extra charge even when telephone connection is hard to make due to high traffic situation in an event site or the like by selecting a preferential connection line from a mobile terminal. SOLUTION: The inventive system comprises means for dividing a service line between a mobile terminal 1 and a base station 2 into a normal connection line and a preferential connection line and registering a first charging rate for the normal connection line and a second charging rate for the preferential connection line in a calendar information registering means 43 while designating a period for each base station 2, means for determining whether the normal connection lines are not busy on both the transmitting and receiving sides at the time of transmission request from the mobile terminal 1 and making a connection with the normal connection line at the first charging rate if both lines are not busy, means for presenting a third charging rate calculated based on the first and second charging rates to a user when the normal connection lines at least on any one side are entirely busy and requesting acknowledgment, and means for receiving an acknowledgment of the user and making a connection with the preferential connection line at the third charging rate.
