PROBLEM TO BE SOLVED: To overcome the problem such that time is taken until an OS is executed and it becomes critical from the viewpoint of nature of a product when setting not to sufficiently utilizing performance of a CPU is performed at an execution stage of a BIOS. SOLUTION: A CPU card 10 is constituted so that the latest CPU 21 is mounted on it via a socket 12, a microcomputer 31 as a CPU for control is provided in a CPU external control circuit 30 provided on the CPU card 10, the microcomputer 31 can rewrite a machine status register of the CPU 21 in a debug mode via a TAP terminal of the CPU 21 and execute the CPU at the optimal setting even before starting the OS by executing a CPU speedup program written inside.
