PROBLEM TO BE SOLVED: To provide a method and a device for extracting a vehicle number plate information in which the number plate information in the picked-up image can be recognized at a high speed by using only the picked-up image of the vehicle. SOLUTION: When data on the video image of the vehicle picked up by a video camera 1 is received by a computer 3, the vehicle is detected from the change in the image in an area for detecting the vehicle in the video image of the vehicle by a vehicle detection software of the computer 3.
