An identification data management center has a database where personal information corresponding to specific numbers specified to terminals each having a transmitting/receiving function and registrant specific information each piece of which only the corresponding registrant knows and can be inputted in correlation with personal information only by the registrant. The registrant has means for accessing the database by using the specific number and the registrant specific information and displaying on the registrant's terminal the personal information stored in the database and sent from the identification data management center according to the specific number and registrant specific information to allow a third party to identify the registrant.
