<p>A usage-based charging device and method for charging the sender by the amount of use of a network. The usage-based charging device and method in which charging means charges the sender according to the area information included in transmission information communicated between the sender and recipient so as to charge each user by the amount of use of a network, wherein the charging means charges the communication party by the amount of use determined on the basis of the communication information only when the sender is not inhibited to use the network. Another mode of the usage-based charging device and method for charging the user by the amount of communication in which charging means charges the user according to either the personal information on the sender or on the recipient acquired doubly by detecting means if the personal information on both the sender and recipient is managed by the same manager.</p> |
