A transparent substrate with a conductive multilayer anti reflection film which not only can realize high transmissivity when a glass substrate is used but also can realize high transmissivity and high durability even if a transparent substrate other than a glass substrate is used while the conductivity and necessary resistance value of the uppermost layer are secured. The transparent substrate with a conductive multilayer anti reflection film comprises a transparent substrate and transparent dielectric thin films and transparent conductive thin films which are layered on the substrate, wherein at least three layers, i.e. a transparent dieclectric 1st thin film layer with a refractive index higher than that of the transparent substrate, a transparent dielectric 2nd thin film layer with a refractive index lower than that of the transparent substrate and the outermost transparent conductive 3rd thin film layer are provided in this order from the substrate side, the 3rd thin film layer containing not less than 20wt.% of SnO2.
