The packing element manufacturing process is used on a corrugated paper block (2) consisting of several layers (3) of alternating flat paper (4) and corrugated paper glued one on top of the other. The contours of the shaped part are formed by continuously-advancing cutting out, using a tool which penetrates all the way through the block.
