PROBLEM TO BE SOLVED: To solve the problem that bending occurs on a developing roll when surface roughness is increased in order to ensure transport force in a method for roughing the surface of the roll by sandblasting, and the transport force tends to lower when the surface is worn out by actual use to cause the lowering of the surface roughness. SOLUTION: The roughning of surface of the roll is performed by forming fine deformation by heat in the local area of the roll surface.
