PROBLEM TO BE SOLVED: To provide ferritic stainless steel having excellent high temperature fatigue characteristics and also having excellent cold workability. SOLUTION: This steel sheet has a composition containing, by mass, <=0.02% C, 0.2 to 1.0% Si, <=1.5% Mn, 11.0 to 20.0% Cr, <=2.0% Ni, 1.0 to 2.0% Mo, <=1.0% Al, 0.2 to 0.8% Nb and <=0.02% N, and the balance Fe with inevitable impurities, and in which the aspect ratio (dRD/dTD) of the grain diameter in the 1/4 sheet thickness face viewed from the normal direction in the sheet face is controlled to the range of 1.03 to 1.35.
